East Hampton Village FAQs

A Town of East Hampton Beach Driving Permit (4×4) is required to drive on the beach (regardless of if the beach is within East Hampton Village or East Hampton Town). This permit can only be obtained at the East Hampton Town Clerks Office. Please call the Town Clerk’s office at 631-324-4142 or www.ehamptonny.gov for information.

No vehicles are permitted on Village beaches between 9 a.m. to 6 p.m. from May 15th through September 15th. It is the responsibility of the driver to know all restrictions governing beach driving. The Village actively patrols beaches and strictly enforces regulations.

Per Chapter 77-4N (1) and (2) – No person shall ride, walk or otherwise allow or permit a dog, cat or other animal to be on or upon any beach from May 15 to September 15 of each year, between the hours of 9am and 6pm. At all other times during the period from May 15 to September 15 of each year, dogs must be manually restrained on a leash within areas that are within 300 feet of any road end along the Atlantic Ocean beaches. Any individual who permits a dog upon any beach shall maintain control over said dog at all times and shall take such action as may be necessary to clean up after such animal.

 

Yes, two sets of plans are required, stamped and signed by an Architect or Engineer.

Pool plans must be specific for the exact pool being built and the address must be on the two (2) sets of required, stamped and signed plans.

Daily Non-Resident 2023 Beach Parking Permits for Main Beach Lot 2 and Two Mile Hollow Beach will only be available for purchase online for $50/day May 15 through September 15, on the ParkMobile App from your phone.   You may pay for your spot only after you have secured a parking space (no prepayments and no refunds). These are digital permits only and are linked to your license plate number. Parking will be enforced by a license plate scanner.

Yes, all contractor and sub information must be decided at time of submission, including all information required. The contractor must be licensed in the Town of East Hampton and all others must be Suffolk County Licensed.

All pool contractors must be H26 Certified through Suffolk County.

Applicants must be 18 years of age, in good health, and a resident of the East Hampton Fire District for at least one year. All applicants undergo a police background check and must be approved by the Trustees of the Village of East Hampton.

New members remain on probation for a period of one year and must complete the 120-hour New York State Firefighter 1 Course within two years of being accepted. Remaining active in the department requires responding to a quarter of all alarms, a third of drills and half of company meetings.

It is the Village Taxpayer’s responsibility to communicate a change of mailing address. Please utilize the Change of Mailing Address Form so that your Tax Bill/Tax Receipt, or other important documents are mailed to the correct address. You may return your completed form to Susan Steckowski via email: ssteckowski@easthamptonvillage.org or by Mail: 86 Main Street, East Hampton, NY 11937. Please note this is separate from providing East Hampton Town with your change of mailing address.

The Village of East Hampton has numerous benches for the public’s enjoyment and many of these have been donated. If you wish to donate a bench, please fill out the Dedication/Memorial Bench Application, also found in The Department of Public Work’s frequently requested forms. If you have any questions regarding the process, please contact Jill Helm, Secretary to the Superintendent of Public Works, at 631-324-4150 ext. 700.

The Village accepts donations of trees. To Donate a tree to the Village, please contact the LVIS Tree Committee at 631-324-1220, or visit their website for more information on the Memorial Trees and Plaques.

To file or obtain a police report for an incident within East Hampton Village, please visit the East Hampton Emergency Services Building at 1 Cedar Street, East Hampton, NY 11937.

There is no garbage pick-up in East Hampton Village. Residents of the Village can do either of the following:

  1. Purchase a Residential Recycling Permit through the East Hampton Town Clerks Office. Proof of residency is required, call East Hampton Town Clerk’s Office at 631-324-4142 or the East Hampton Town Sanitation Department at 631-324-7191 for more information.
    • $115 for a primary permit, $40 for a secondary permit. Seniors pay $55 for their primary permit if aged 65 or older.
  2. Have a Waste Management Company come pick-up your garbage.

Visit your local USPS location for requests regarding receiving mail at your physical address. The Inc. Village of East Hampton has no jurisdiction over this request.

A marriage license can be obtained through East Hampton Town Hall. Call 631-324-4142 for more information.

  • Online through NYS Board of Elections website: https://www.elections.ny.gov/VotingRegister.html or NYS Department of Motor Vehicles website: voterreg.dmv.ny.gov/MotorVoter (must have a valid NYS driver’s license, Learner Permit or Non-Driver ID)
  • In-person on any business day at your county Board of Elections (BOEs) or any state agency participating in the National Voter Registration Act (including State University and City University Campuses)
  • By mail by completing a voter registration form available at BOEs, libraries, town halls and post offices

Call 631-324-4150 and select Option 3 from the Main Menu for the East Hampton Village Building Department to schedule your inspection.

  • Meet one of the qualifications:
    • Absent from your county or, if a resident of New York City, absent from the five boroughs on Election Day
    • Unable to appear at the polls due to temporary or permanent illness or disability (temporary illness includes being unable to appear due to risk of contracting or spreading a communicable disease like COVID- 19)
    • Unable to appear because you are the primary care giver of one or more individuals who are ill or physically disabled
    • A resident or patient of a Veterans Health Administration Hospital
    • Detained in jail awaiting Grand Jury action, trial, or disposition of a case but not yet convicted
    • Confined in prison after conviction for an offense other than a felony
  • Download and complete an absentee ballot application
  • Apply for an absentee ballot online at https://www.elections.ny.gov/VotingAbsentee.html

Permit review is usually within two to four weeks providing all required information is included when you submit.

A Building Permit is valid up to a year after the date of issuance and can be renewed at the cost of the original fee (not including the Certificate of Occupancy fee).

There are fifteen (15) minute parking spaces available at the head of the beach in which no permit is required.

A check is required at submission and the fee is calculated as follows:

  • 1.25% of the estimated cost
  • $250 Certificate of Occupancy fee
  • $750 Coastal Erosion Management Application
  • $1,000 Demolition Permit

A Residential Knox Box is defined as a small, wall-mounted safe that holds keys to a building or home to be utilized by the fire department, emergency medical services, and sometimes the police department to ensure quick access to a building or residence. Residential Knox Boxes reduce forced entry that may cause property damage and ultimately provides residents with a back-up plan during a crisis.

A filled-out Demolition Permit Application must be accompanied by a shut off letter from the gas and electric companies along with a complete asbestos survey if built prior to 1974.

As rain or melting snow flows over roads, driveways and lawns, it can pick up pollutants like motor oil, fertilizers, litter and pet waste. This “stormwater” that is not absorbed and filtered by the ground is not treated and usually flows into a storm drain system or directly into nearby waterbodies. This becomes stormwater pollution and can be harmful to aquatic life and create human health risks.

Per Chapter 77-14B (4) of Village Code, Lot 1 parking at Main Beach is available for Lot 1 Pass Holders who rent lockers (available via waitlist at Village Hall). Village Resident permitted vehicles may park in Lot 1 after 1:00 p.m. Lot 2 parking is available for all Resident and Non-Resident permitted vehicles.

As provided in Section 250-1 of the East Hampton Village Code, an excavation permit is required when renovating a driveway. This includes a new driveway, the relocation of a driveway, the elimination of a driveway, etc. Please call the Department of Public Works at 631-324-4150, option 4 for more information.

Village taxes are due during the month of August (the village’s fiscal year is August 1st to July 31st). Payment must be received in Village Hall, U.S. postmarked, or paid online, no later than August 31st to avoid penalty.

Tax bills are mailed on August first. However, taxes are due even if you do not receive a tax bill. It is your responsibility to pay your taxes on time. Please notify the village if you need to change your mailing address.

Annual Leaf Pick-up Program

Pick-Up Timeline: The Department of Public Works of the Inc. Village of East Hampton will conduct a leaf pickup program from Monday, October 9, 2023, through Friday December 8, 2023. Public notice of leaf pick-up appears in the East Hampton Star.

Pick-Up Guidelines: LEAVES ONLY. Any pile that contains household refuse, plastic item, sticks, grass, ornamental grass or branches will NOT be picked up. Piles should be placed along the road shoulder not on any paved part of the roadway. At no time does the village pick up or collect branches or trimmings from trees or bushes.

DO NOT pile leaves around trees, signposts, or fire hydrants.

The Daily Long Term Parking Lot is located off of Lumber Lane on Google Maps, the lot just West of Herrick Park. This lot is known as Daily Long Term Parking Lot 2. You may park for free for up to 23 hours. Additionally, the Hamptons Circuit is a free shuttle service that can transport you from this lot to the East Hampton Village Center and Main Beach (seasonal).   • Lumber Lane Daily Parking Lot 2 (closest to Herrick Park) Free to everyone for 23 hours only. No overnight parking.
  • Lumber Lane Long Term Lot (closest to YMCA) on the Park Mobile App Zone 59203. Free to Village Residents with Resident Permit for up to 14 days. Non-residents will be charged $10/day for up to 14 days.
  • Along Railroad Tracks on the Park Mobile app Zone 59201. Free to Village Residents with Resident Permit for up to 7 days. Non-residents will be charged $15/day for up to 7 days. You must secure a parking space to purchase (no prepayment/no refunds. Do not pay in advance.)
  • North side of Lumber Lane on the Park Mobile app Zone 59202. Free to Village Residents with Resident Permit for up to 7 days. Non-residents will be charged $15/day for up to 7 days. You must secure a parking space to purchase (no prepayment/no refunds. Do not pay in advance.)

A Knox Box shall be by the front door of the residence within 5 feet left or right of the front door and 4-5 feet off the ground at the door.

Always swim near a Lifeguard! Lifeguards are on duty from 10:00am to 5:00pm on days protected beaches are open. There are three (3) lifeguard protected beaches in East Hampton Village:

  1. Main Beach
  2. Georgica Beach
  3. Two Mile Hollow Beach

The Village of East Hampton is noted for its beautiful trees. This is the result of a public-private tree program that is over a hundred years old. The Department of Public Works partners with the Ladies Village Improvement Society (LVIS) in taking care of trees in public areas of the Village including maintaining, removing, and replacing trees. In the event a tree must be removed, the Department of Public Works consults with the LVIS Tree Committee and an independent arborist before tree removal is approved.
